  • A grievance or complaint can be submitted to any teacher, the Principal, or the Chairman of the institution. No one should refuse to accept a grievance letter or send it back to the complainant.
  • Complaints may be sent in person, through a letter, drop-box, or email.
  • Anonymous complaints need not be pursued by the receiver.
Forwarding of Complaints
  • If a teacher receives a complaint, it must be forwarded to the Principal or Chairman.
  • If the Principal receives a complaint about faculty, non-teaching staff, or any other issues, it must be forwarded to the appropriate committees established for that purpose.
  • If the Principal receives a complaint about himself, it must be forwarded to the Chairman.
  • If the complaint is against the Principal, the Chairman will forward the complaint to the existing committees or institute a new special committee.
Committee Actions
  • The committee, upon receiving the complaint, should normally solve the issue by inviting both parties, if they are willing, to resolve it amicably.
  • If the complainant is determined to pursue the complaint, the committee must decide on a date for the inquiry and send formal letters to the complainant and defendant. These letters should request necessary supportive documents, lists of evidence, and eye-witnesses.
  • The inquiry date should be fixed in consultation with both parties, considering their convenience. The date of inquiry shall be set within 7 days to one month, depending on the nature and urgency of the complaint.
Conducting the Inquiry
  • The committee must conduct a formal inquiry on the scheduled date and obtain written submissions from all those appearing before the committee. Multiple rounds of inquiry may be conducted if necessary.
  • The committee has the authority to seek relevant documents from the college, complainant, and defendant. After gathering all necessary information, the committee must submit a report with recommendations to higher authorities (Principal or Chairman, depending on the case).
Action and Confidentiality
  • The relevant authority must initiate suitable action within 7 days to one month, depending on the merit of the case.
  • Throughout the entire process and even after the report submission, the committee must maintain utmost confidentiality. The committee should treat both parties politely and with respect, without bias.
  • The action taken must be communicated by the relevant authority to the complainant within a reasonable period from the date of the final decision on the committee's recommendations.
Special Cases and Committee Reconstitution
    • If a complaint is of a criminal nature involving non-cooperating employees or non-employees, such cases may be forwarded to law enforcement agencies (police) for further action.
    • The committee may be reconstituted by the relevant authorities, without assigning any reasons thereto, if they desire so.
